• A National Opportunity Guarantee: after study, every young person has a legal right to one of four, a decent job, a paid apprenticeship, high-skill training, or capital and mentorship to start a venture.
• The world's largest apprenticeship program: paid apprentices in every medium and large business, with the state covering part of the wage for small ones.
• An Urban Employment Guarantee: work security in cities as in villages, across green infrastructure, care work and public services.
• Dignity for every worker: a written contract, wages on time, social security and a portable pension; gig and informal workers as full economic citizens too.

What we will do

• An India Health Service: a family doctor, a nurse and a lifelong health record for every family.
• Nothing out of the patient's pocket for essential care: medicines, tests, maternity, emergencies, even cancer and heart care, as public health spending rises toward the 2.5%-of-GDP target; demanding advance payment from an emergency patient becomes illegal.
• Hospitals measured on outcomes, not on the count of procedures; every hospital's infection, mortality and waiting data made public.
• India as the world's health laboratory: the largest hub for affordable medicines, vaccines, devices and biotechnology.

What we will do

• Drinkable water in every home around the clock, independently tested, with the results made public.
• National water accounting: a water budget for every city and river basin; no water used without measurement and a public account.
• Groundwater is no one's private property; large use is regulated, and in water-stressed areas industry is sized to local water capacity.
• A real revival of rivers: every drain and sewage source closed or treated, and floodplains protected, not just ghats prettied up.

What we will do

• A guarantee from birth to schooling for every child; the first six years of life made a national priority.
• A safe public AI tutor in Indian languages for every child, one that makes every human teacher more effective.
• The teacher restored as a nation-builder: rigorous selection, high pay, world-class training, and freedom from non-teaching duties.
• Exams rebuilt: not rote memory but understanding, problem-solving and creativity; many chances a year.

What we will do

• A national care economy: affordable child and elder care in every locality, and care work made dignified, trained employment.
• Independent mobility for women: safe transit around the clock, lit streets and women-driver programs.
• Property and economic rights: inheritance enforced, affordable enterprise credit and joint-ownership incentives.
• A new justice system for crimes against women: trained investigation, time-bound forensics and fast justice; no survivor made to repeat her story at every office.

What we will do

• Powerful elected mayors: directly chosen in big cities, with real authority over budget, transport and land.
• The 15-minute city: school, health, transit, a park and every essential service within 15 minutes of home.
• Public transport first: reliable buses and metro in every big city, safe footpaths, and round-the-clock service.
• Reliable power around the clock; and whoever builds a road must maintain it for years, paid on quality.

What we will do

• A National Clean Air Act: a legal air-quality limit, a binding target for every city, and officials answerable for failure.
• Every big polluter public: emissions from industry, power plants and construction shown in real time.
• A decisive shift from coal to clean energy: major investment in solar, wind, nuclear, storage and green hydrogen.
• An economic fix for stubble: turn it into biofuel and industrial raw material, and reward farmers for not burning it.

What we will do

• Farmer income security: minimum income protection, crop insurance, cover against weather and price crashes, and direct, time-bound payment.
• Freedom to sell anywhere: the mandi, a private buyer, a cooperative, a digital market or an exporter directly; no body given a monopoly over the farmer.
• From farm to food industry: warehouses, cold storage, processing, branding and export, so the farmer shares in the value chain.
• Water-based crop reform, an agri-innovation centre in every district, and a solar-income model in place of power subsidy, letting farmers sell surplus electricity.

What we will do

• A National Housing Guarantee: no family forced onto the street or into an unsafe slum; ownership, social rent or in-situ upgrading.
• The poor's right within the city: housing near work, school and hospital, not pushed to the outskirts.
• Public rental housing at scale: for migrants, students, single women, the elderly and essential-service workers.
• Land policy rebuilt: an open digital record, use over speculation, and a share of rising land value returned to public investment.

What we will do

• Fill every judicial vacancy and double the bench within five years to hit 50 judges per 10 lakh people, with fast-track evening and commercial courts and a binding case-disposal clock so no ordinary case crosses one year. India's courts already run with about 33% of High Court seats and 21% of district-court seats vacant; filling those alone unlocks the backlog.
• Pass a National Police Independence Act that finally enforces the 2006 Prakash Singh directives no state has fully complied with: fixed tenure for the DGP and SHOs, a transparent merit board for postings and transfers, and a wall between political offices and operational policing so no minister can move an officer to bury a case.
• Create a fully independent National Police Complaints Commission with its own investigators and prosecution power, where any citizen can file in 60 seconds by phone, every complaint gets a public tracking number, and findings are published, so police misconduct is judged by an outside body, never by the police themselves.

What we will do

• Make every low-risk permit, licence and service deemed-approved the moment its legal deadline passes, with the file tracked online end to end; for public-safety, environment, health and financial approvals, not deemed approval but the named officer personally accountable for the delay, so a citizen's right is never hostage to a bribe and no dangerous approval is ever rubber-stamped.
• Move every public service and government payment onto one consent-based, interoperable digital spine where citizens log in once, never resubmit a document the state already holds, and every rupee of public spending is published transaction by transaction in real time.
• Open the top tiers of government to proven experts through transparent, large-scale lateral entry alongside the career service, and pay clean officers competitively so talent and integrity, not connections, win promotion.

What we will do

• Put R&D on a credible, funded path toward 3% of GDP over the next decade, with a binding minimum increase every year, and route it through DARPA-style mission labs: small, founder-led teams with full freedom to fail, paid for moonshots like indigenous chips, clean energy and disease cures, not for paperwork.
• Build a sovereign Indian AI stack, our own large models, compute and chips, trained on Indian languages and owned by India, with public compute that any student, startup or scientist can use at near-zero cost.
• Make our best universities fully autonomous and globally competitive: block-fund the top institutions for ten years, let them set their own pay, hire the world's best faculty including the diaspora, and admit on merit, then publish every university's research output and graduate outcomes openly each year.

What we will do

• Build twelve Special Manufacturing Zones the size of cities, with land, power, a port-rail spine and single-window clearance ready before a single investor arrives, so a factory can clear approvals and open in months, not years.
• Tie every rupee of industrial incentive to one number only, exports shipped and jobs created, audited and published on a public dashboard, with the subsidy clawed back automatically if the targets are missed.
• Sign deep export pacts with our biggest buyers and slash the cost of trading, cutting customs clearance time and logistics cost so an Indian exporter competes on the factory floor, not against our own paperwork.

What we will do

• Lock tax rates and rules by law for a fixed multi-year stability window, so a business can plan a decade ahead and no rate or slab can be changed mid-year except in a declared emergency, with every change published with its revenue reason.
• Turn the Taxpayer Charter from a poster into an enforceable right: a citizen who is wrongly harassed, delayed on a refund, or denied a fair hearing gets automatic compensation and a time-bound, accountable resolution, with named officers answerable for breaches.
• Make compliance vanish for the small taxpayer: one pre-filled return that a salaried person or small shopkeeper confirms in minutes, a single quarterly filing for micro and small firms, and no charge for the official filing tool so no one needs to hire help to obey the law.

What we will do

• Launch a Universal Dignity Pension: a guaranteed monthly payment for every Indian aged 60+, every person with a serious disability, and every adult unable to earn, paid as a right with no humiliating below-poverty-line test, indexed to inflation so its value never erodes the way the Rs 200 pension did.
• Build one portable, lifelong Suraksha Account for every worker on India Stack: from the first informal job, a single account follows the person across employers, states, and gig platforms, auto-enrolling the 90% in the informal sector and converting their savings, employer top-ups, and government co-contributions into a real pension at 60.
• Bind every government to the floor with a Social Security Act and a live public dashboard: enshrine the pension as a legal entitlement that no budget can quietly cut, fund it from a dedicated revenue stream, and publish month by month how many elders and disabled citizens are paid, so any gap is visible and answerable.

What we will do

• Launch a national Defence Deep-Tech Mission that reserves a fixed, rising share of the defence capital budget for Indian-designed drones, cyber, space and AI systems, and bars import of any system already on the indigenisation list unless an open public board certifies no Indian option exists.
• Build a sovereign defence innovation engine: fund 1,000+ deep-tech startups and labs (scaling the iDEX model) with fast milestone-based contracts, guaranteed first orders from the armed forces, and a single-window export clearance so Indian firms can sell abroad within weeks, not years.
• Make every big defence deal pay India back: mandate full technology transfer, local manufacture and source-code ownership on all foreign purchases, with public dashboards tracking import share, indigenous content and export earnings rupee by rupee.

What we will do

• Build a National Early-Warning Grid that reaches every citizen: heat, flood and cyclone alerts pushed to every phone, village siren and panchayat within minutes, plus a heat-and-flood shelter within reach of every vulnerable household, so a warning always arrives before the disaster does.
• Make every district water-secure by law: a binding water budget for each district, mandatory rainwater harvesting and aquifer recharge, revived ponds and rivers, and a public dashboard so no district can quietly drain its groundwater dry.
• Turn India into the world's clean-energy powerhouse: rooftop solar on every public building and willing home, a climate-proofed power and transport backbone, and a National Resilience Fund that pays for adaptation, with every rupee tracked publicly per district.

What we will do

• Build a National Sporting Pipeline: a talent-scout net in every district feeding world-class academies, with a guaranteed athlete salary, world coaches and sports-science centres, so an Olympic champion can rise from any village, not just elite cities.
• Launch a Creative India Mission that treats culture as an export industry: production-linked incentives, world-scale studios and a single export fund for film, music, gaming, animation, webtoons, design and crafts, backing Indian creators to reach a billion screens worldwide.
• Make India the world's easiest civilisation to visit: instant digital visas for all, world-class safety and signage on every heritage and pilgrimage circuit, and a single 'Incredible India' standard that turns 1.4 billion people's hospitality into the planet's largest tourism economy.
